Fix a problem where ping thresholds and silent pings were not working together.

Rework the new ping threshold feature so it is now a lot simpler, but also much more accurate in calculating the delay for each and every ping.

Remove the flag foundCRLF which was being set, but never used.

Update the default configuration to avoid false OOM restarts if -verbose:class was enabled. Fix a problem on UNIX when Wrapper was found on the PATH.
